DISREGARD THIS. IT IS INCORRECT.

• Comped memberships may not be transferred or sold.
  
  1) someone who volunteers at A03 can apply that comp to either A04 or A05 (but not A06).
  2) people who pay twice should be encouraged to transfer one of the paid memberships to someone else. They can also get a refund by asking, but don't get one automatically.
  2a) people who get a comp and also pay are assumed to be being generous unless they ask for a refund, in which case they should be encouraged to transfer their paid membership to someone else, or encouraged to transfer their comp (if it's a volunteer comp from A04) to A06. But they get refunds if they want.
  3) people who expect to get a comp by working pre-con hours must get that comp approved by asking their supervisor to pass it up through the chain of command to at least the div-head level, and maybe the con chair level, to be passed to reg after approval
